Google+ pins 'verification badges' on users profile page

Google+ has recently warn the fake person to change their name to real name, and also warned that unverified Google + user profile will be deleted forever, now Google has started marking Google + profile by tick-mark pins 'verification badges' on users profile page.Look at the Google + profile page of Larry Page.
A new verification system has been recently rolled out by Google+, that is designed to help Google + users answer such questions and avoid falling victim to such nefarious schemes.Google employee Wen-Ai Yu (that's who this entity claims to be, anyway) explains in a blog post, the + team is "focused on verifying public figures, celebrities, and people who have been added to a large number of Circles, but we're working on expanding this to more folks."
The Google + verification badge system working just like this, Whenever you are viewing any person's profile on Google +, you will see a little tick mark just at the side of your name on Google+.when you are moving your mover over the tick-mark, the small banner will be scrolled out saying "verified name." However it is not cleared and mentioned anywhere how Google+ team actually verifies the user's identity.
